HEALTH AND SAFETY MANAGEMENT IN BODIES AND DIVISIONS OF THE SES OF UKRAINE

Abstract

The article provides an analytical review of the problem of labor protection management in the bodies and units of the State Emergency Service of Ukraine (SES). The existing regulatory framework is submitted in the management system of labor protection of the Civil Service emergency situations. The authors have identified a number of theoretical positions on the organizational support of labor protection in the bodies and divisions of the SES of Ukraine, the task of Management of the organization of medical maintenance, medical and biological protection and labor protection in the SES of Ukraine.Based on the analysis of the presented statistical data on occupational injuries in 2020 in the SES system as comparered with previous years, a number of reasons (psychological, organizational, logistical support) are considered and measures to reduce occupational injuries of ordinary and senior staff and departments. responsibilities in bodies, divisions, enterprises, institutions and organizations of the sphere of management of the State Emergency Service of Ukraine are proposed.The average areas of work to reduce occupational injuries of the rank-and-file and officers staff of the SES of Ukraine are organizational, psychological and the method of improving the regulatory framework. In particular, the organizational methods and means of improving occupational safety in the system of the SES of Ukraine include the improvement of legislative and regulatory acts on labor protection; monitoring and evaluating the effectiveness of the planned activities; carrying out an analytical review of materials of investigation of emergency situations, accidents and occupational diseases; implementation of modern achievements in science, equipment and technologies in labor protection area; careful selection of personnel. One of  the important identified areas of work methods is psychological training of employees as the interaction of interrelated activities carried out in the general system of training, as well as in the educational process and cooperation in the process of performing assigned tasks, which are aimed at forming, developing and maintaining the psychological readiness of ordinary and initial management of civil defense, for professional activities, performing tasks in difficult and extreme conditions.
