MECHANISM OF THE PROCESS OF FORMATION OF MANAGEMENT SOLUTIONS (AT THE EXAMPLE OF FIRE SAFETY SPHERE)

Abstract

The article compares the concepts of "process" and "mechanism" in the sphere of state administration of the sphere of fire safety. It is proved that during the process there is a transformation of the input information material, and in the course of another process - the mechanism of action is carried out, through which this transformation is made. Taking into account that the activity of state administration of the sphere of fire safety authorities is based on the process of formation and implementation of a management decision, to which all other processes are subject, the components of the general mechanism of the implementation of the mentioned process which takes into account the peculiarities of each stage of the process and is complex. To this end, the peculiarities of existing mechanisms of the process of forming management decisions, their advantages and disadvantages are investigated. As a result, preference given to a mechanism based on the principles of self-organization in the formation of the structure of the model of self-government in the system of state administration of the sphere of fire safety with the contour of negative feedback. The content of such an integrated mechanism based on the analysis of the contents of the stages of the process of forming a management decision in the field of fire safety is substantiated, it consists of such stages: collection and processing of information with the following assessment of the situation, with the fixation of factors and conditions that affect the change of the state of the sphere of fire safety; determination of the appropriate reaction, which should be aimed at maximizing the quality of the operation of the sphere of fire safety, that is, the purpose; the development of a number of alternative options for achieving the goal from which the best one should be chosen; making the best management decision to achieve the goal; planning of implementation and specification of procedures for the implementation of the approved management decision; organization of implementation of the approved management decision in accordance with the plan; organization of control over the implementation of management decisions. It is concluded that there is no universal mechanism for the implementation of the process of forming a management solution in the sphere of fire safety. In addition, each stage of this process has a separate mechanism for its implementation. It is recommended to consider the details of the comprehensive mechanism for the implementation of the process of forming management decisions for each of its stages at the level of the State Emergency Service of Ukraine, its territorial bodies and subordinated units in order to obtain a synergistic effect.
