PROVISION OF CERTAIN PROCEDURES FOR IMPLEMENTATION EMERGENCIES PREVENTION` METHODS RELATED TO THE SPREAD OF POLLUTANTS IN WATER OBJECTS

Abstract

The paper notes the negative impact of russia's military aggression on the population, infrastructure and economy of Ukraine. The state of handling the waste generated in the state as a result of the military conflict has been studied. The scale of waste, their negative impact on the environment and the state of civil safety both on the territory of Ukraine and adjacent states are noted.

In the future, the paper proposes mechanisms for handling individual groups of waste, taking into account the environmental aspect. In particular, the concept of the online platform "E-budvidkhody" has been developed, which is informative and applied in nature and is designed to optimize the logistical interaction of all participants in the restoration of post-war Ukraine online. The platform provides for the involvement of public and private structures, is available to all users and provides additional applications for registered users.

As an effective mechanism for the disposal of construction waste from destruction, it is proposed to use them in the road sector, in particular, crushed stone fraction for the formation of a 4-lane roadbed. Its approximate length was calculated using construction waste from all over Ukraine and Kharkiv region as of the beginning of 2023. Accordingly, it is 2611 km and 123 km from construction waste from Ukraine and Kharkiv city, respectively. Also, the paper proposes an algorithm for the environmental management of military waste, which provides for the recycling of military waste. The algorithm provides for the safe disposal of these wastes, their sorting and processing (or disposal) at specially equipped enterprises. As further promising ways of research, further improvement of the online platform E-budvidkhody with the possibility of its practical implementation, determination of the features of the use of construction waste from destruction in other directions, development of environmentally friendly methods of disposal of military waste using organizational and technical procedures, search for mechanisms for greening the processes of handling waste other groups of waste generated as a result of hostilities in Ukraine, in order to improve the state of civil security of the territories and population of Ukraine.
