ANALYSIS OF FOREIGN REGULATORY DOCUMENTS ON FIRE SAFETY REQUIREMENTS IN THE DESIGN OF HIGH-RISE PUBLIC BUILDINGS
Abstract
There is a gap in the domestic regulatory framework for the regulation of fire safety requirements for public buildings with a conditional height of 100 m to 150 m, as in the current state building codes there are no such requirements. Scientific works on fire safety issues of high-rise buildings are analyzed. It is determined that in most cases in modern construction a multilevel system of fire protection of high-rise buildings is used, which includes 15 elements of protection. It is established that in the available scientific works the detailed analysis of normative documents of other states of the world concerning rationing of the basic requirements for maintenance of fire safety of high-rise buildings is not carried out.
A study of foreign experience in the rationing of requirements for fire safety of high-rise public buildings on the basis of established criteria. The list of foreign normative documents on fire safety of high-rise buildings, which are necessary for the analysis on the basis of the established principles, is determined. The following criteria were selected as criteria for conducting research on fire safety of high-rise buildings: ensuring fire resistance of building structures; limiting the formation and spread of fire and smoke inside the building; restricting the spread of fire to adjacent buildings; ensuring the evacuation of people in case of fire; application of fire protection systems; ensuring the safety of fire and rescue operations.
Particular attention is paid to the issue of standardization of fire resistance of buildings in different countries. The analysis showed that each state has its own approaches to rationing, and especially the division of buildings by conditional height. For houses with a conditional height above 30 m, the minimum limit of fire resistance of load-bearing structures is 120 minutes.
The analysis of foreign regulations on fire safety in high-rise buildings has created the preconditions for the development of the draft national standard DSTU XXXX: 202X "Fire safety. Design of high-rise public buildings with a conditional height from 100 m to 150 m ", which must be approved by the National Standardization Body in 2021.
