WHITE BOOK OF CIVIL PROTECTION OF UKRAINE AS AN ANALYTICAL AND INFORMATIONAL COMPONENT OF THE MAIN (EXECUTIVE) STAGE OF CONDUCTING A REVIEW OF CIVIL PROTECTION

Abstract

A comparative analysis of the preparation of sections of the White Book of Civil Protection regarding challenges and threats in the field of civil protection, trends in their development, protection of the population, territories, natural environment, property, and material and cultural values from emergencies, etc. with measures of the main (executive) stages is provided through carrying out a review of civil defence.

A conclusion was made regarding the identification of the sameness of the conducted measures. It is emphasized that the White Book of Civil Protection is not only an informational publication, but an attempt to find answers to the actual challenges and threats in the field of civil defense, trends in their development, the effectiveness of measures implemented on the territory of Ukraine in peacetime and in a special period and aimed at protecting the population, territories, natural environment, property, material and cultural values from natural disasters and other dangerous events, prevention of the occurrence of such situations and events, liquidation of their consequences, assistance to victims. Based on the analysis of the reported data of the materials prepared by the regional and Kyiv city state administrations, the State Emergency Service of Ukraine in the regions, the apparatus of the State Emergency Service, and the central executive authority that created the functional subsystems, problems were identified, conclusions were given, and proposals were developed regarding ways to improve measures in the field of civil protection. It was emphasized that the systematization and provision of conclusions regarding potential man-made and natural threats to the functioning of the Unified State System of Civil Protection in the relevant period, which are given in the White Book of Civil Protection, will contribute to the procedure for assessing the state of readiness of the Unified State System of Civil Protection, its functional and territorial subsystems, and Civil Protection forces to respond to possible emergencies situation, namely the review of civil protection. The conclusions, proposals, and solutions to problems provided in the White Book of Civil Protection are the primary sources for determining directions for further research in the field of civil protection. The main conclusion - the White Book of Civil Protection can be considered as an analytical and informational component of the main (executive) stage of conducting a review of civil protection.
