THE WHITE PAPER OF THE CIVIL PROTECTION OF UKRAINE AS AN ANALYTICAL DOCUMENT REGARDING THE TASKS AND LOGIC OF ACTIONS FOR THE DEVELOPMENT OF THE UNIFIED STATE SYSTEM OF CIVIL PROTECTION
Abstract
The actuality of conducting scientific research on the development of the White Paper of Civil Protection of Ukraine is due to the suspension from 2018 of informing society about the activities of executive authorities in the sphere of civil protection as well as the need to formulate rational proposals for the development of a unified state system of civil protection, its structure, composition and capabilities taking into account state of the security environment and established resource limitations.
The purpose of the paper is analysing and determination of approaches to the development of the content of the White Paper of Civil Protection of Ukraine, scientific substantiation of the procedure for its preparation as well as disclosure of the role of this document in the implementation of the state policy in the sphere of civil protection, and implementation of appropriate measures to protect the population and territories from emergencies in peacetime and in wartime conditions.
Based on the results of analysing of the experience of the European Information and Research Centre on the development of the White Paper as an analytical document, scientific literature on the structure and content of the White Paper, and study of the experience of the development of White Papers devoted to the security and defence of Ukraine and other countries, the authors proposed the content of the White Paper of Civil Protection of Ukraine. Based on the analysis of the functioning of the Unified State System of Civil Protection, the results of the practical activities of territorial bodies and units of the State Emergency Service of Ukraine, including in the conditions of Russian aggression, the contents of the chapters of the White Book of Civil Protection of Ukraine are detailed.
In order to establish cooperation between the developers of the White Book of Civil Protection of Ukraine and the components of the Unified State System of Civil Protection in the process of developing the document and further systematization of information that will be provided by local state administrations, central bodies of the executive power of Ukraine, structural subdivisions of the apparatus and territorial bodies of the State Emergency Service of Ukraine, it is proposed to develop a scientifically substantiated Procedure for the preparation of the White Paper as well as its components and requirements for the content of information are also defined.
In order to ensure publicity, openness and transparency of the activities of authorities in the sphere of civil protection, the authors proposed amendments to Clause 4 of Article 10 of “Public Monitoring” of the Law of Ukraine “On the National Security of Ukraine” regarding the definition of norms as to public discussion and the study of public opinion.
